Employers, first introducing this type of encouragement, must be remembered that the hill board is not infinite, and therefore it is necessary to determine the period during which the employee's photograph will be placed on it. Most often, such a term is 1 year (if only the hill board is not intended for the winners of regular labor competitions on it). After the expiry of the specified period, the employee's photograph should be filmed unless with respect to the employee it will not be decided on re-promotion in the form of a loss of honor on the board.

Book of Honor

The book of honor was previously envisaged by Art. 131 KZOT RF. Despite the absence of it in Art. 191 of the Labor Code of the Russian Federation, this type of encouragement is all a cup included in the list of local rewards provided for by collective agreements or the rules of the internal labor regulation.

Edition of the honorable book is a manifestation of deep respect for the merits of employees of the organization. Such a book (Fig. 3 - not given), as a rule, is an album of the A3 format, in which photographs of encouraged employees and sheets are placed in special pockets, name and patronymic, positions or profession of the employee, a brief biographical certificate and a description of merit , the requisites of the order (orders) about promotion.

The total basis for the enhancing employee in the book of honor is the achievement of high results in the work, and additional conditions are the long-term work experience in the organization and the application in the past to encourage less significance.

As with encouraging by promoting the honor on the board (in order to avoid confusion in the order (order) on the use of this type of promotion), in the title of the honorable book, it is advisable to specify the name of the organization.

Defining in the local regulatory act of the organization, the procedure for enhancing an employee in the book of honor, personnel services should establish the time of stay of the employee in the book, the requirements for a photopline of the employee, the order of making records - who are made, what content will be introduced by an employee and so on.

As a rule, color photographs of workers in size 9x12 are placed in the book of honor (without a headdress, in festive clothing). Functions for making a record in the book are instructed to one of the staff of the personnel service (usually the head of the personnel service).

An honorable book should be kept in a room designed for celebrations (assembly hall, conference hall, representative office), in the museum of the organization or in another room, allowing everyone to familiarize themselves with it.

In a number of organizations, the analogues of the honorable book are the book of labor glory, the book of the history of the organization.

Corporate awards

The current legislation is not established a ban on the institution in organizing its own corporate badge and medals, so the awarding a corporate award or badge is increasingly appearing in collective agreements and regulations of the internal labor regulation as a type of personnel incentive.

A corporate breast badge should provide a special name. In order for it to be "legitimate", the management of the organization should make sure that the established icon does not duplicate departmental and especially government badge signs. According to the Regulation on state awards of the Russian Federation, the illegal institution and the production of signs that have similar, similar names or external similarities with state awards are prohibited.

In order to avoid difficulties, it is desirable that the names of corporate icons contain the name of the organization and communicated with some significant event, such as the anniversary of the organization, etc.

Thus, the introduction of measures of moral incentives should be accompanied by a statement of the procedure for their design and individual accounting. Often in local incentive systems as a measure of encouragement, the early removal of previously imposed disciplinary recovery is indicated. Not denying the stimulating nature of this measure, nevertheless, experts recommend not to denote it as a type of encouragement. Especially since its application is not issued by order (by order) about promotion, but a separate order (order) about early removal Disciplinary recovery. Removing the disciplinary recovery should not be considered as a measure of encouragement applied to employees in the manner defined by Art. 194 of the Labor Code of the Russian Federation, since this is the restoration of the employee's position, which existed before the use of disciplinary measures to it. If the organization still applies the removal of disciplinary penalties as a measure of encouraging employees, then in a local regulatory act defining the order of encouragement, it is necessary to separately specify that information about its application is not made to the employment record of the employee in the section on encouragement.

According to Part 2 of Art. 191 of the Labor Code of the Russian Federation, the promotion of workers can be determined by the charters and regulations on discipline. In this case, under the charters and provisions are not understood not to local regulatory acts of the organization, but regulatory legal acts approved by the Government of the Russian Federation in accordance with federal laws Charters and regulations on discipline for individual categories of workers. Such documents provide for the use of most of the above encouragement types. However, significant part of them is departmental awards.

So, according to the Regulation on the discipline of railway workers, railway transport workers are awarded to the chest sign "Honorary Railway". In accordance with the Disciplinary Charter of the Customs Service of the Russian Federation, customs service staff are awarded by the departmental breastplate signs "Honorary Customs Service of Russia" and "Executive Customs Service".
