The cadastral map of Rosreestr is a unified map of land plots, as well as the location of real estate. The public cadastral map is presented in electronic form, where for each subject of property law a unique one is assigned. The main subjective task of the electronic format of the map is to provide users with primary access to obtain basic information on the object of law of interest.

What was the purpose of the public map?

In 2007, the law of Russia "On the state real estate cadastre" was adopted, the concept of "state real estate cadastre" was introduced, which was supposed to be tied to the emergence of a cadastral public map. The information map indicates the boundaries of the plots, indicating the emergence of ownership of both the land plot and the property. In general, the cadastral map allows you to provide the necessary information support base for:

  • state, municipal management of land resources;
  • control by the state of targeted use, as well as protection of land;
  • providing measures to improve and preserve the fertility of the land;
  • ensuring operations of state registration of property rights and transactions;
  • general issues of land management;
  • conducting an economic assessment of the land value and management efficiency;
  • determination of a reasonable payment for land or real estate;
  • other issues that are interconnected with the property right for a particular owner.

The general public map is divided into regions, which include the composition of:

  • Republic - 22 units.
  • Regional districts - 9 units.
  • Regional regions - 46 units.
  • Cities with federal status - 3 units.
  • Autonomous region - 1 unit.
  • Autonomous Okrug - 4 units.

In total, for 2017, the public cadastral map contains the full volume of land plots in the amount of 91 territorial units.

As mentioned above, the general scheme of the map has its own territorial affiliation, and the cadastral maps of the regions contain detailed information about the land plot of private, federal or municipal ownership that interests you.

In addition to the above information, the user can find out the cadastral value of land, real estate. Additionally, you can find out who is the owner of the property, what restrictions (encumbrances) the land has. Starting from 2017, a new Federal Law No. 218 was introduced, where (Unified State Register of Real Estate) will help to disclose full information about the object, within the framework of the current law.

With the introduction of the new federal law on cadastre No. 218, a new version of the electronic format of the 2017 cadastral map has been developed. Until recently, the public map was used as a general information base, but new requirements for the map singled out this segment as a separate area of ​​Rosreestr. Cadastral authorities are required to store all map formats in electronic form, including if there have been changes and other actions related to the land plot.

In general, the cadastral map of 2017 contains the following information:

  • Cadastral district. The virtual territory of the object, which in most cases coincides with the territorial division of the subjects of the Russian Federation (krai, republic, region, city of federal significance, etc.).
  • Cadastral area. In most cases, they coincide with the data of the internal territorial division (settlements, districts) of the constituent entity of the Russian Federation (slight deviations are possible for subjective reasons).
  • Cadastral quarter. As a rule, it coincides with the geographical boundaries of the city, village, forest area.
  • Cadastral area. The smallest division where the boundaries are indicated, for example, your land, gardening partnership, etc.

The most difficult region in the field of cartography and geodesy is Moscow and the region, where a huge number of subjects of property rights are concentrated, located on the territory of the country. The public cadastral map of Moscow and the Moscow region includes 2 cadastral districts of the same name, and Moscow belongs to the district with the status of a federal city, and the Moscow region belongs to the regional cadastral district. For the city of Moscow, registration number 77 was assigned, for the Moscow region - 50. The regulatory act on the assignment of accounting cadastral numbers of the district was developed by order of Rosreestr No. P\675 dated December 28, 2015. The map of the capital includes a division into 12 cadastral districts, which have the same name with the capital's territorial division. The development of a public map in 2010 made it possible to regulate many issues in the field of real estate, and an online cadastral map today allows you to find out the maximum information about the object of law you are interested in. The information block is presented in expanded form, where you can find out detailed information, including the area of ​​​​the object, characteristics and categories of land, for buildings - material and year of construction. The most interesting block of information is the cadastral value, which indicates the state assessment of the value of the object of law.

The estimated characteristic includes the calculation method used in Rosreestr. The cost of a site, a building depends on many factors, in particular, the economic indicators of the region, distance from highways, the material of construction of the house and other factors. In recent years, there have been complaints about the estimated value of real estate. Federal Law No. 218 introduced new standards that should bring the valuation of each cadastral object into line.

According to the new law, starting from 2017, the institution of state appraisers of cadastral real estate is being introduced. Specialists must double-check all the data of the object's valuation, transfer the information to local authorities for coordination and clarification of the cost. After that, the information should be updated in the database. The law has set a deadline until 2020, when all objects must be checked for compliance with the cadastral value. After this period, if inconsistencies in the cadastral valuation are revealed, he is financially responsible to the owner of the housing, land plot. Based on the combination of factors that will be identified as a violation, the maximum amount of damages has been set, which will be up to 10 million rubles. As a set of factors, they will take into account the failure to meet the deadlines for the state registration of an object, inconsistency of data, etc.

If you already have doubts about the state assessment of the cadastral value of the object, you can challenge it in a special commission at Rosreestr, and if you disagree with the data received, you can challenge it in court.

Unlike the official public map, the site on the cadastral map has a detailed description, which includes the basic information of the desired object of property right. You can get detailed information in the form of an extract or cadastral plan for the site, which includes the following information:

  • General information block on the cadastral plot.
  • The cadastral plan contains a detailed diagram of the graphic location of the site with all the coordinates on the ground.
  • Detailed description of the boundaries of the site. In this block, you can find out which objects or areas the object of law borders on.
  • An additional section description block, if there are deviations from the main block (for example, the section has a bend, etc.)

If the cadastral plot refers to a specific object of land allotment, then the cadastral district combines several plots. As a rule, the area of ​​cadastral registration coincides with the administrative boundaries of the territorial division, in this case it coincides with the boundaries of the city, district. The structure of the formation of the cadastral quarter is as follows:

  • O - system of a two-digit combination of numbers of the cadastral district
  • R is a system of a two-digit type of a combination of a digital value for a cadastral region.
  • K-system of the seven-digit value of the combination of numbers of the cadastral quarter within the cadastral region.

For all districts, districts, quarters, nominal toponyms are not given, only numeric combinations, which are separated by the ":" sign.

Developed a regulation that defines the boundaries of the cadastral quarter within the listed streets, rivers, squares, gardens, etc. In accordance with the agreement with local authorities, the exact cadastral boundaries of districts, districts, and quarters are determined. On a public map, in the general information block, a detailed description is given of how many districts are currently on the map. Currently, the total number of cadastral regions in Russia is 2638 division units.

The system of cartography and geodesy in Russia has a unified system, and the land cadastral map allows you to get comprehensive information about the property you are interested in in Russia. According to the regulatory provision of Rosreestr, a typology of urban cadastral districts has been developed, with respect to the land plot:

  • land plots without a significant development regime for objects of the natural complex;
  • land allotments with the participation of objects of the natural complex;
  • lands of exclusive use by objects of the natural complex;
  • land plots for the allotment of railway tracks;
  • land plots of individual objects not listed above.

The exact boundaries of the land distribution pass along the ground layer or along the water part. For railway tracks, individual characteristics of border detection are defined. In some cases, the boundaries of the land plot are not separated, in this case, the defining contours are the natural urban boundaries of the area. All changes in the boundaries of a land plot, both for individuals and for public lands, must be reflected on a public cadastral map.
